The 2013 Consultation No. 2 concerning Exemption Request 2013-6 is now closed. 

Contributions on the Exemption Request 2013-6 have been submitted by COCIR and the Swedish Chemicals Agency KEMI.

 

We would also like to inform you that all non-confidential contributions submitted during the consultation on the review of the list of restricted substances under RoHS 2 (2014 Consultation No. 2) are now made available at our and the CIRCA webpage.

The 2014 Consultation No. 2, regarding information relevant to the Substance Prioritisation and to DIBP is closed.

The following contributions have been submitted:

Concerning the Substance Assessment of DIBP, contributions were made amoung others by:  The Swedish Chemicals Agency (KemI); JBCE; Ogalime.

The following contributions have been submitted concerning 2014 Consultation No. 2, regarding information relevant to the Substance Prioritisation:

ICL-IP Europe B.V. have submitted a contribution regarding Dibromo-neopentyl-glycol.

INEOS ChlorVinyls have submitted a contribution regarding MCCPs and their use in PVC.

The Nickel Institute has submitted a contribution regarding Nickel Sulphate and Nickel Sulfamate (=nickel bis sulfamidate)

The European Council of Vinyl Manufacturers (ECVM) have submitted a contribution regarding PVC.

ISOLA GmbH have submitted a contribution regarding TBBA.

This online stakeholder consultation will end this week, on 04 April 2014.

The 2014 Consultation No. 2 covers the review of a Substance Assessment prepared for DIBP and the collection of additional quantity usage information concerning the Substance Prioritisation short list. The 2014 stakeholder consultation No. 1 is now closed. The consultation aimed at providing additional input to the Commission impact assessment for a review of the scope of provisions of the RoHS 2 Directive pursuant Article 24(1), and concerning EEE newly in scope and electric bicycles.

Contributions concerning EEE newly in scope have been submitted by the following stakeholders:

GAMBICA; EUROMOT; AmCham EU; COCIR; Eucomed and EDMA; EGMF the European Garden Machinery Industry Federation; Japan Business Council in Europe (JBCE); LightingEurope; Orgalime; Swedish Chemicals Agency KEMI; TechAmerica Europe.

They all can be viewed here (see bottom of page).

The contribution submitted by the Swedish Chemicals Agency KEMI also concerns electric bicycles and is thus also posted in the electric bicycle section (Link).

The 2014 stakeholder consultation No. 1, aimed at providing additional input to the Commission impact assessment for a review of the scope of provisions of the RoHS 2 Directive pursuant Article 24(1), and concerning EEE newly in scope and electric bicycles shall close on Monday, the 10th of March.

So far, contributions have been submitted by GAMBICA, EUROMOT, and AmCham EU, concerning EEE newly in scope, and can be viewed here (see bottom of page).

3 March 2014

We would like to inform you that the consultation period of the
2013 Consultation No. 2. has been extended by another four weeks,
until the 11th of April 2014.

 

Due to information of the applicant FEI to adapt their request for exemption
(Exemption Request 2013-6), a first extension of the stakeholder consultation was  approved to provide some additional time for stakeholders to react in this regard. The further extension is a result of concern raised by  a member state representative in light of the change to a request to exempt  the use of all six substances in the mentioned applications.

 

27 February 2014

FEI have submitted information to adapt their request for exemption (Exemption Request 2013-6), which is being evaluated in the course of the 2013 Consultation No. 2. As the adjustments may be of relevance to additional stakeholders, an extension of the stakeholder consultation was approved to provide some additional time for stakeholders to react in this regard.

The 2013 Consultation No. 2. concerning this request shall thus end on the 14th of March 2014.

We would likewise like to remind stakeholders that two further consultations are still on-going for other evaluations:

The 2014 stakeholder consultation No. 1 is scheduled to run until the 10th of March. It is being held in the course of a project aimed at providing additional input to the Commission impact assessment for a review of the scope of provisions of the RoHS 2 Directive pursuant Article 24(1), and concerns EEE newly in scope and electric bicycles.

The 2014 stakeholder consultation No. 2 is scheduled to run until the 4th of April 2014. It is being held to collect information from stakeholders concerning a study for the review of the list of restricted substances under RoHS 2, and regards a substance assessment of DIBP as well as the collection of usage quantity information for a short list of prioritised substances that may be reviewed in the future.

A new RoHS stakeholder consultation is online!

An online stakeholder consultation starts today, 07 February 2014 and will run until 04 April 2014. Its purpose is to collect information from stakeholders to provide the EU COM with additional input in view of supporting the review of the list of restricted substances under RoHS 2. This shall include the preparation of a substance assessment for Diisobutylphthalat (DIBP) and the provision of quantitative usage data for a list of prioritised substances. An online stakeholder consultation starts today, 13 January 2014 and will run until 10 March 2014. Its purpose is to collect information from stakeholders to provide the EU COM with additional input for the Commission impact assessment regarding the possible exclusion of electric bicycles and possible changes regarding the transitional period provided in Article 2(2). Two new RoHS projects have begun.

The first project concerns providing the EU COM with additional input to the Commission Impact Assessment for a review of the scope of provisions of the RoHS 2 Directive pursuant Article 24(1). Two main areas for review have been identified:

  • Technical and socio-economic considerations concerning a possible exclusion for electric bicycles from the scope of RoHS; and
  • Technical and socio-economic considerations relevant for assessing the impacts of various possible amendments to Articles 2(2), 4(3) and 4(4).

The consultation will start shortly.

The second project concerns an analysis of a possible ban of several new substances under RoHS 2.

Stakeholders that have registered will be informed about the launch of the consultation (c.f. Registration).

An online stakeholder consultation starts today 20 December 2013 and will run until 28 February 2014. It covers a single RoHS exemption request. Please find all corresponding information in the Consultation section.

Furthermore, we would like to notify you that two new RoHS projects have begun.

In the first project “Additional input to the commission impact assessment for a review of the scope of provisions of the RoHS 2 Directive pursuant Article 24(1)” has been requested. A stakeholders consultation is expected to be launched during January 2014.

In the second  project a “Study for the review of the list of restricted substances under RoHS 2 – Analysis of impacts from a possible ban of several new substances under RoHS 2 “ has been requested. A stakeholders consultation is expected to be launched towards the end of February.

A new RoHS project for the evaluation of applications for granting, renewing or revoking an exemption, to be included in or deleted from Annexes III and IV of the new RoHS Directive 2011/65/EU (RoHS 2), has started. In the course of the project, a single new exemption request will be evaluated. The consultation will start towards the end of December 2013. A new RoHS project for the evaluation of applications for granting, renewing or revoking an exemption, to be included in or deleted from Annexes III and IV of the new RoHS Directive 2011/65/EU (RoHS 2), has started.                

In the course of the project, 3 exemption requests will be revaluated in light of changes to wording and new information. The consultation will start towards the end of December 2012. Stakeholders that have registered will be informed about the launch of the consultation (c.f. Registration).

The report summarizes the assessment of 20 exemption requests from the 2011-2012 RoHS Project 1.

The report summarizes the assessment of 11 exemption requests from the on-going RoHS Project 1. The evaluation of the other exemption requests handled in this project is still on-going and shall be published once finalised.

The stakeholder consultation on the 11RoHS exemption requests is closed. The contributions received are made available on the EU CIRCA website (Browse categories > European Commission > Environment > RoHS 2012 Exemptions Review, at top left, click on "Library").

No contributions have been submitted on exemption request 1, 2, 3, 4, 10 and 11.

As a next step, Öko-Institut and Fraunhofer IZM will evaluate the results of the consultation and contact individual stakeholders if necessary.

The report “Adaptation to Scientific and Technical Progress under Directive 2011/65/EU - Transferability of previously reviewed exemptions to Annex III of Directive 2011/65/EU” is published on the EU CIRCA website (Browse categories > European Commission > Environment > RoHS 2012 Exemptions Review, at top left, click on "Library" > Reports) and can also be downloaded here.

The report summarizes the assessment of the former evaluation results (carried out under the RoHS I regime – Directive 2002/95/EC) of four exemptions in the light of the new provisions under RoHS II (Directive 2011/65/EU) and is one task of the current project besides the evaluation of exemption requests.

No contributions have been submitted on exemption request 3, 4, 5, 6, 7, 8, 9 and 10.

New RoHS evaluation project online! This project website gives an overview on activities related to the adaptation of the RoHS Directive’s Annexes III and IV (2011/65/EU).

In the Background section you will find information on related legislation, previous assessments and reports as well as a comprehensive project description.

A stakeholder consultation covering 18 exemption request to the RoHS Directive will be launched end of January 2010 and will run for 8 weeks.

Stakeholders can register under Registration in order to regularly receive information on project progress and in order to be involved in the evaluation.
