This exemption relates to electric and electronic initiators in which Pb and CrVI compounds have the function of explosives and oxidisers. In order to ensure the reliability of detonators, these substances have to be chemically and thermally stable for extended periods of time, while at the same time they have to provide optimal sensitivity to external stimuli. In the previous evaluation it was concluded against the Article 5(1)(a) criteria that research did not result in substitutes that are scientifically or technically practicable since essential requirements concerning their functionality are not fully met. Furthermore, potential substitutes cannot currently ensure the reliability of the product, in particular as required by Directive 2014/28/EU (which applies to explosives for civil uses). Finally, the negative occupational health and consumer safety impacts caused by a substitution, especially in terms of potential accidents due to insufficiently reliable substitutes are likely to outweigh the total environmental, health and consumer safety benefits of these substitutes.
